Background:
This workshop, led by the Walker Institute, was conducted as part of a GEF project, “Building the capacity of the Lao PDR government to advance the national adaptation planning process.” The purpose of the project was institutional strengthening and capacity building for the Lao PDR government and national stakeholders to conduct a national adaptation planning (NAP) process. The project was implemented across four years (2020-2024) targeting all 18 provinces across the country. It received funding from the Least Developed Countries Fund (LDCF) for its implementation.
The project was undertaken by an international (UK) consortium led by WSP Ltd, in collaboration with the Walker Institute at the University of Reading, and Climate Change Risk Management (CCRM), and with the support of the PMU DCC and National consultant team. This consultancy has now been completed. Specific tasks included the development of climate projections and indices leading to the construction of integrated climate storylines for impact analyses and from this, the development of adaptation options.
What happened:
The workshop was organised as a hybrid event wherein the findings of the consultancy were presented.
Objectives of the workshop were defined as follows:
- Present the approach to the Climate Risk and Vulnerability (CRVA) work, the creation of climate “storylines” and the adaptation options proposed for the 6 pilot Provinces of Lao PDR, and how this work of the WSP consortium will support the development of the National Adaptation Plan
- Increase/improve understanding and enhance knowledge of key stakeholders on the NAP roadmap as well as the way forward of NAP process development into 2025.
- Strengthen the capacities and networking of key stakeholders on climate change adaptation planning to support the country’s NAP development.
Target participant groups included government officers from line ministries who have been assigned as NAP focal points, concerned local authorities from 6 provinces, development partners who have conducted CRVA under their mandates such as UNDP, UN-habitat, WHO, UNICEF, ADB, World Bank and the GGGI.
